Some lights go on…
I've been assuming (and I think others as well) that you were talking about a real, rotary phase converter.
The phase-a-matic "static converters" aren't actually phase converters, they're effectively starting-capacitor banks that let you start your tool motor as though _it_ was a rotary phase converter.
I take back my comment on not being able to damage it by hooking up a neutral - static "converters" don't have separate inputs and outputs, (maybe I'll stand on my "properly designed" comment), and so hooking the neutral up, puts a dead-short to ground, on what's supposed to be a "generated" leg. This probably does let magic smoke out. On a real converter, the input neutral/ground is just a chassis ground, and has no connection to the output 3rd leg.
You also have no "start" method, because the phase-a-matic /is/ the starter.
The good news is that it's probably not too difficult to figure out what's gone "poof", and to replace it.
Do you have a voltmeter, or better, a 2-channel oscilloscope that can handle 220V between the terminals? We can do this with a lightbulb and some wires if we have to, but tools make life easier...
Trouble shooting for this, is a little different.
