Lets start by measuring the voltage you have on the motor?

 

FWIW VFD’s at your HP rating are available with 120V inputs/

BUT you would need to rewire the drum switch.

If I were to keep the current motor, how do I troubleshoot the current setup, or would it be best to buy a VF D?
