May I suggest you look at cushman CE4 or 5 service monitors they do most of the things you want and under $800. on ebay

  My intention is to have a more complete laboratory and to perform tasks
    safely and easily. I would like to have an instrument like the MARCONI
    2955A or failing the necessary tools to perform all tests and measures that

  The downside is the price of these instruments, therefore, I like to know
    if you think interesting to invest in this type of instrument or not. I
    have seen someone of second hand that are fairly priced.
