You may be able to adjust the pots on the speed control board to improve low end torque. There's a generic procedure here:

 You should be able to find a data sheet for the board that's in your machine once you open it up & can see the manufacturer's name & model number on the board.
 
 Still, for really controllable high torque low speed work, a hand crank can't be beat!
