Check the radio specs, MOST older kenwood only used 4800, 8, n,2 so 38k WILL
 not work, check the manual and set hrd or kenwood software to that.
 
 If you have to use HRD, it does have a find a baud test routine if you set
 the port and baud to AUTO... if it finds it, set that as the default, don't
 leave it on auto....
 
 The only other way to test the interface, is get another, or have another
 ham try it out.   What are you using
 
 If232c, or aftermarket one, which one, and ask them for help, they may just
 replace it for you
