You don't need a USB or an LSB signal to test a receiver. I would suggest using your generator to feed a signal from the antenna port and trace it through the receiver with your 'scope. The receiver will not care if it is SSB or not.
Now some radios have a different signal path for FM etc and there could be a switching problem that keeps the signal from being switched to the SSB filter. 
What radio are you trouble shooting? I see this fairly frequently on radios of the FT-857 family.
