You don't need a USB or an LSB signal to test a receiver. I would suggest using your generator to feed a signal from the antenna port and trace it through the receiver with your 'scope. The receiver will not care if it is SSB or not.
Now some radios have a different signal path for FM etc and there could be a switching problem that keeps the signal from being switched to the SSB filter.
What radio are you trouble shooting? I see this fairly frequently on radios of the FT-857 family.

Don't most receivers have a calibrator.. or if the problem is just with sideband filtering, tune in a carrier.

Better yet, just use a CW signal from anything. The receiver doesn't know the difference, a signal is a signal.

If you have a signal generator why don't you just just set it 1KHz away from your receive frequency + or - depending on USB or LSB. If you don't have one, there are some cheap DDS modules about intended for VFOs that would suffice.

I have some crystal oscillators on ham band frequencies in boxes that I use, I have a couple of decent generators but often I don't bother checking sensitivity etc, I know by listening on air if the receiver is good or not. You could always compare with a known good receiver.
