Tim, 
One word of caution, SG-8 signal generator has high DC voltage inside about 150 Volts. Please take abundant care as this voltage can be dangerous or even lethal if you make any accidental contact. I am assuming that you are not familiar with tube apparatus. My apologies if I am wrong in making this assumption.

I would download manuals or at least circuit diagram. Google the model and you will quickly find them on the Internet. Then check for voltages to match them as given in the manual. If I see any missing voltage I would then look for the culprit. These signal generators are very simple. If you have access to a scope you would localize the fault quickly.  
I own a SG-8. My first action was replace all electrolytic capacitors. There are not too many of them. I think I also replaced the rectifier diode(s) - type IN4007. SG-8 worked fine when I turned it ON after the replacements of electrolytics and diodes. I had applied a small drop of switch cleaning oil from Radio Shack. SG-8 has an audio oscillator which is used to modulate the RF signal.

Make sure that you turn on the audio modulation when trying to receive
the signal generator on a radio.
If you have audio modulation off all you'll hear is a "Dead" spot on the
frequency of the generator. With
the audio modulation on you should hear a 400-600Hz tone.

Most of these signal generators are pretty solid simple circuits. I was
just looking into my old HK SG
yesterday and there are 3 Electrolytic capacitors. While these are
probably good I'll probably go ahead and
replace them soon since they are the most likely failure items in these
units.

The SG8 does have a selenium rectifier that is an accident waiting to
happen. It can be replaced with a
1N4001 type diode and a ~50 Ohm, 5 watt resistor in series to match the
loss of the selenium unit.

Search for a web site called Boat Anchor Manual Archive on the web and
you can download the manual
from them for free.

Just connect the output of the sig gen to a 10-foot (or 8', or 6', or 3')
long wire and string it out on the floor. Even at -20 dBm (roughly 0.02
vrms in a 50-ohm system) output from the sig gen, ANY receiver connected to
a real antenna (or even clip lead) should be able to detect the signal, if
it is there.

Of course, a better approach is to directly couple the sig. gen. output to
the vertical input of an o'scope with adequate bandwidth. If you must, use
a 50-ohm through terminator - or shunt 50-ohm non-reactive resistor at the
input of the o'scope. I do not remember if the Heathkit sig gens were were
designed for high-Z or if they will properly drive a 50-ohm load.

Put a .001 Cap in series with the output, and attach a wire to it like an antenna.  Your Radio should be able to receive the generated signal without any problem.

that same setup can be used to inject a signal in the beginning stages of the IF to align your IF stage, as well as all the other stages of your radio.'
