I am not sure just what it is you are looking for but you might investigate the HP function generator of yore, which has two outputs which can be varied in phase.  It's the model 203A.  I have one and am wondering if there is some kind of testing I could do of which I am unaware.  Please tell me more.

Need to homebrew, or buy a kit of an oscillator, to test IQ Quadrature of audio, possibly also, rf shift networks. Haven't seen any around!
